As for Liquid Snake... yeah, he's a sick calculating mutha too, but I'll stick with Revolver Ocelot.

Castor Troy - badass gangsta muthafacko who wants to do a Bin Laden on American soil for cash. Took Sean Archer's face when he found out he lost his, killed the surgeons, balled Archer's wife, corrupted his police job, mocked Jesus AND killed former gang allies (including his own wife).
Evil Turkish Spiderman - this weird crackpot of a superhero rip-off was made into a nefarious gun-wielding, gang-running mafioso in Turkey. He killed random people for fun (burying people in the sand with their head sticking out and sticking a running boat propeller to the face), and used killer gerbils for sadistic pleasurable family entertainment. Too bad Turkish Captain America and El Santo were on his ass .

Sorry for bumping an old topic, but I couldn't resist.
1. The Joker(NOLAN UNIVERSE) - The case is, this Joker is not crazy. Hes a brilliant human being who has found the truth: Civilization is a joke. Introduce just a tiny bit of anarchy, shake the foundations of the continuing order and everything falls apart resulting in absolute chaos. And whats the best way to prove this? Why not introduce some anarchy himself? And laugh as Gotham's people eat each other. Look at how he can scare an entire city with a few drums of gas and a couple of bullets. Not many of us want to admit it, but we are all like the Joker. And he trys to prove it to us.
2. Davy Jones(Pirates Series) - This character is soo fantastic. Not only from his realistic special effects, but from his character. He is cursed to sail the seas forever and will do anything to destroy this fate. And by making a deal with Jack Sparrow he will make sure that this priority is fufilled. If it be Sparrow who takes his place or not. His character is evidence that immortality is not what its cracked up to be.
3. Emperor Palpatine(STAR WARS) - This character is a brilliant mastermind. From his birth he was pure evil. Considering how you define evil that is. He rose up the ranks, used pawns for his game until he got what he wanted .... power. The word he shouted as he electrocuted Mace Windu to death almost completing his destiny. Its just not every pawn is as reliable as he would wish.
4. Agent Smith(THE MATRIX) - This character is, at first glance, just another machine trying to stop the rebels from freeing all humans from the Matrix. But never judge a book by its cover. As we soon learn, he will do anything to leave the Matrix and to do that Zion must be destroyed. Great writing.
5. Venom(SPIDER-MAN) - Imagine you just lost your girlfriend, your job, and your chance of ever having a future to one person. How would you feel? You would want him dead. Now imagine if you prayed to your very own loving God to have this man killed, betraying everything your religion tells you just so you can have revenge. But then a powerful force introduces itself to you. Both of you want the same man dead and since such a thing is possible there is no need to pray now.

1. The Joker: Overall, as Gen said, he isn't crazy just misunderstood by all. 2. Carnage: Who doesn't love when a cereal killer gets super powers? 3. Venom: Accept in Spider-Man 3, probably the most fucked up guy you'll meet. Suicidal because of Parker he went to ask God to forgive him for the sin he was about to commit. When the symbiote falls on to him bonding with him forever. Driven to insanity by the same symbiote and his hatred for spider-man you can't ask much more from a villian. Especially since it was Spider-Man himself who created him. 4. Two-Face: Everyone knows the story of the White Knight going to the "dark side". Whether it be Marconi or the Joker's fault, half his face is "dead". He believes that the world is cruel, it took his wife, his face (part of it), and for the most part his sanity. But the one good thing in the world is chance. He makes every choice using his coin to give in to the darker side of himself aptly named "Two-Face" or the judicial Harvey Dent.
