The Blackbird functions as an advanced radar, showing both position and direction of enemy players. Unlike the Spy Plane, which displays enemies through incremental sweeps, the Blackbird displays enemies in real-time. It also cannot be shot down, due to its capability to operate at very high altitudes at over Mach 3. It is unknown how long the Blackbird will stay in-game for.
And Rolling Thunder works the same way as a stealth bomber like in MW2.

Tier 1
Lightweight - Lightweight returns as a Tier 1 perk in Black Ops. Its effect is unchanged in that it still increases the user's movement speed, but by how much is dependent on the mobility of the weapon equipped. If Lightweight is selected as the Tier 1 perk, the player's character model will appear to be somewhat 'lighter', not unlike to the appearance of the Militia in Modern Warfare 2.
Lightweight Pro Just like Modern Warfare 2, after sprinting, the user's weapon will re-adjust to firing position quicker.
The pro version of Lightweight is unlocked by completing three challenges.
Escape Death: Escape death 5 times after being shot. Melee: Unknown. Presumably for getting melee kills with Lightweight. Offense Medal: Unknown
Scavenger - Scavenger returns in Black Ops as a tier one perk. It only replenishes ammunition and lethal grenades. It will not replenish launchers, equipment, or tactical grenades. The pro version will be similar to Modern Warfare 2, the player will start out with double the amount of extra magazines.
Ghost - It has the same effect as UAV Jammer and Camouflage from Call of Duty 4: Modern Warfare and Call of Duty: World at War, respectively, but with the addition of making the user undetectable by the SR-71 Blackbird. Unlike Cold-Blooded, it does not make the user invisible to the Infrared Scope or any other killstreak rewards. The Pro version is the same as Cold-Blooded Pro. Ghost gives the user a ghillie suit on certain maps.
Flak Jacket - Flak Jacket will reduce explosive damage received by the player in a very similar way to World at War. The explosive damage is not only reduced but capped at 75% of the player's maximum total health allowing the player to survive almost all explosive attacks. The pro version of this perk will give the player the Toss Back and Fireproof perk abilities from World at War. Players using the Flak Jacket perk will wear significant amounts of armor, similar to that of a Juggernaut.
Hardline - Like the Modern Warfare 2 version, Hardline will decrease the number of kills needed for a killstreak by one. The Pro version of this perk allows you to get a second chance on the result of care packages. When this perk is chosen, a belt, appearing similar to a sash, is added to the player's character model.
Tier 2
Hardened - It is the Black Ops version of Deep Impact. It increases surface penetration. Its pro version increases bullet damage to killstreaks and causes the player to recoil less when shot.
Scout - Like Iron Lungs from Call of Duty 4 and World at War and Steady Aim Pro from Modern Warfare 2 it increases the amount of time that a player can hold their breath when steadying a scope. The pro version of this perk allows the player to have less scope sway with a sniper rifle.
Steady Aim - Steady Aim is set to return in Black Ops as a Tier 2 perk and will increase hip-fire accuracy.
Sleight of Hand - It is similar to its Modern Warfare 2 version, and the only currently known differences is that Sleight of Hand appears in the Tier 2 section of perks, and has a different emblem. The pro version allows faster aiming down sights with non-scoped weapons, so it will not work with sniper rifles.
Warlord - It is the Black Ops equivalent of Bling from Modern Warfare 2.
Tier 3
Marathon - It only allows the player to sprint longer instead of unlimited sprint, which is similar to Extreme Conditioning from Call of Duty 4 and World at War. Marathon Pro's effect is identical to that of Commando Pro's, where the player doesn't take any falling damage.
Ninja - It makes users' movement silent, similar to Dead Silence. Ninja Pro enables the player to move through Motion Sensors and Camera Spikes undetected.
Second Chance - Second Chance will return in Black Ops, however the minimap icon for downed teammate is smaller than its World at War counterpart.
Hacker - The perk has the same effect as SitRep from Call of Duty: Modern Warfare 2. However, its Pro effect is far different. It allows the user to booby trap enemy Care Packages and turn enemy killstreaks and equipment friendly.
Tactical Mask - It signifcantly reduces the effects of flash and concussion grenades. Its pro effect is unknown.

Some of them are combined or they're weapon attachments.
