Right click on it, put compatibility mode for Windows Vista. Right click, run as Admin?

naw, i tried everything.. it appears only 32 bit compatible.. im running 64.. inless summut else is blocking it. but i even ended ever process run by admin (me) and tried again (in case it was one of my other programs blocking it), still no luck.
